Drupal 6.x

I have spent all day combing the forums and general google searches and tried every suggestion I have found.
I recently upgraded to php5.6 on both my live and dev sites (not identical) and since then I have not been able to successfully access update.drupal.org from the live server, works fine from the dev server.
using drush v7 I get simplexml_load_file(): I/O warning : failed to load external entity "" Project.php:72
But that is because the $path passed to it is empty.
The wget (and curl) are failing to fetch the xml file).
I tried simply wget like so
