Practically for project, I think it is best to move some parts of the code into alter hooks that drupalorg can use.
(I’m tempted to rip the whole update status XML generation out and put it into custom code. I suspect Drupal.org might be the only site using it. I don’t quite want to get into rearranging the post-packaging pipeline today.)
