layout_builder_restrictions 8.x-2.6

The 8.x-2.6 release introduces significant new functionality to Layout Builder Restrictions. Specifically, block restrictions can now function as whitelists or blacklists, and a new sub-module provides the ability to restrict blocks by specific layouts, or even by specific regions in layouts.

Important: sites will need to run database updates after updating code, in order to relocate existing configuration to the appropriate new configuration keys.
