I am having the same problem. I installed and enabled the module but the block doesn't appear anywhere. I only have access to D8 core language switcher and not language switcher dropdown.

Can someone please help. It's an important feature for multi-lingual sites.

I would suggest you go to this path /admin/structure/block and place the block

Within /admin/structure/block, go to (Place Block) button where a whole list of hidden/non-active blocks is listed.
This is new/different in Drupal8.
