jsonapi 8.x-1.23

We said 1.22 would be the final release.

This is 99.9% identical to 1.22; a small change was necessary to enable Drupal distributions and Drupal install profiles to install JSON API, particularly https://github.com/contentacms/contenta_jsonapi/issues/301 & https://github.com/contentacms/contentajs. No need to update unless you are maintaining a distribution.
