The translation settings fieldset is not part of the vertical tabs. This patch adds it to the vertical tabs and ads a small status under the tab label.

The patch looks good, but D7 is UI frozen. I'm almost sure this will have to wait for D8, but let's hear a word by core committers.

If anyone else is desperate for this in D7, know that the above patch applies nicely to Drupal 7.12. Now the translation settings fieldset is placed beautifully in a vertical tab (well, at least until 7.14 comes out, and then I'll have to reapply the patch.)
