Regression: Jump links on Issues take you to new page

I've been away for about 10 days. Something that was deployed in that time frame broke the "jump" links on issues, for "first unread comment" and "most recent comment".

The links still work, but in the past they were links within the page (same node/12345 URL with # suffix) and now they take you to a new page (comment/87654 with # suffix).

The problem with that is that (a) a page load takes time and 9b) when you go to the new page, all the comments that were helpfully marked in green as "new" are now not "new" any more because you have already supposedly seen them on the old page.

So now I don't want to click those links. I am faced with either waiting for the page load and losing my green "new" markings (which are **very** helpful), or else scrolling down 100+ comments in the page to where the green starts. Either way, it's really annoying. I'm pretty sure this worked fine 10 days ago.
