Ubercart 6 line item tax to order item adjustment

Problem/Motivation

The taxes on products should be migrated to an adjustment on the order item. Currently, the migration puts the tax on the order as an adjustment.
The tax in the fixture is 'handling'.

Proposed resolution

Do the work so the taxes are adjusments on the order item.
