Is it at all possible to enable 'moderated' access to adding taxonomy terms to authenticated users.

I ask because while I have added many terms within the vocabularies I've created on this website I'm working on, I know that the users will have requirements for more. And rather than they using the 'contact' link to send requests for new taxonomy terms, it would be much more productive if they could create the taxonomy terms directly - but not publish them, because that would be the job of the administrators.

Reading back my previous post I realise that I probably wasn't very clear in what it is that I'm looking for.

Can you give authenticated users access to create new terms without giving them access to the taxonomy system as a whole? I just want them to be able to create a term, not a vocabulary. And to avoid errors going live, I would want to be able to moderate the creation - to approve the terms users submit.

The whole concept of this website is around extensive taxonomy system and the system in question will never be exhausted, no matter how hard I try. For that reason and on the grounds of productivity it would be much more effective to have this made available to the end user.

Is that maybe a custom module that I need to create?
