As administrator I shut EVERYTHING off I could find for the purpose of a torture test... now there are no menus to administer with.

How does one edit and reverse the situation and get at least the administer page back?

Try this: If you're not already logged in, go to yoursite.com/user and log in as the administrator. Then, go to yoursite.com/admin. You should get the administration menu. You can also go to yoursite.com/admin/block and turn on whatever blocks you want.
