Downloaded Drupal 6.14 into Drupal folder
Unzipped the .tar.gz file
Now have drupal-6.14 folder and drupal-6.14.tar.gz file
Do not have drupal-6.14 file
Now what?
Stumped.

how are you extracting this?
some unarchivers, require double extraction.
first extract the .tar form the tar.gz, then extract frm the .tar the drupal folder
or just drill down into the archive and drag and drop the drupal folder from the archive to your desktop

I don't have an "archive". I have the drupal-6.14 folder.
Is there something in the folder that I should unzip?

If drupal was extracted properly, all files and folders inside the drupal-6.14 folder should be uploaded to your hosting account or put in the public_root or you localhost.
