A client wants to write a privacy policy for their site and they are asking what cookies Drupal uses so that they can include a description of them in the policy.

The typical user of the site doesn't log in (only administration people log in), so if a user doesn't log in, are any cookies used at all? If so what ones and what do they do?

We use chocolate chip cookies. At least, I do when I write patches. That's what good patches are made from, chocolate chip cookies and orange juice.

Drupal core uses standard PHP session cookies and comment saves the anonymous commenter info in a cookie, too. The first is a session cookie, typically expires in two weeks, the comment cookie in a year. Contrib modules, well they can use any sorts.
