Yes I have downloaded and
...I have downloaded and uploaded this module and its various components, hopefully all of the need ones... its just that on my site I have seen no difference since installation and need help applying it to elements...

You wouldn't see any different unless you started applying some of the effects the interface provides. It would normally be implemented via a module, but I would think you could also use it directly in php pages using the jquery_ui_add() add function provided.
To actually use the ui elements themselves, see http://docs.jquery.com/UI for the particular element you wish to use.

Do you happen to know if such a module exists? I'm a little afraid to go into the realm of PHP (and screw the whole site up...)

jquery_ui is the module. The jquery_ui library isn't something you can just turn-on and it magically transforms your site. It's an API for jquery based javascript effects and functions that site developers can use when developing their sites.
If you're just looking for something specific, like an accordion, you'd be better off seeing if there's a module for that one function, like the http://drupal.org/project/views_accordion module.

Is that something that I can apply to say a list of forums? So, like collapse by the containers? I do appreciate your help in this... very much! I am just beginning to learn javascript and php... so bear with me please.

No worries-- we were all beginners at some point.
If you're just looking to collapse some forums (like http://gallery.menalto.com/forum maybe?) you can probably do that will a little bit of jquery-- jquery_ui is probably a huge overkill for that. I wrote a little bit of jquery for use with the tableofcontents module that opens and closes the toc-- it would be similar to that. You might want to poke around the documentation at the jquery.com site. That's where i learned jquery-- there's also some books available if you want.

Not at all-- jquery itself is built into drupal. For an example of the code just see the tableofcontent.js file I mentioned above.
