D8 migration documentation is incomplete, and in some cases outdated. This includes d.o. general migrate documentation, Migrate API documentation, and migrate.api.php documentation.

Add necessary child issues for re-organizing existing documentation, creating new documentation, updating out-of-date documentation, etc...

Adding a bit of a todo for all the documentation issues because of #2917883: Rename 'migration_templates' directories in core modules to 'migrations'.

That is, make sure that the directory for the migration yml files is 'migrations' and not 'migration_templates'.
