Problem/Motivation
D8 migration documentation is incomplete, and in some cases outdated. This includes d.o. general migrate documentation, Migrate API documentation, and migrate.api.php documentation.

Remaining tasks
Add necessary child issues for re-organizing existing documentation, creating new documentation, updating out-of-date documentation, etc...

That is, make sure that the directory for the migration yml files is 'migrations' and not 'migration_templates'.
