Replace 'migrate_templates' documentation references with 'migrations' [#2918219]

This is the documentation pair of #2917883: Rename 'migration_templates' directories in core modules to 'migrations'

All documentation pages that are talking about 'migrate templates' or have references to 'MODULE/migration_templates' directory should be updated so that se are talking about migration plugins. We should also explicitly mention that they should be saved in 'MODULE/migrations' direcgory and that 'migration_templates' is there only for backwards compatibility.

I already updated all pages of the Migrate API guide that I found except the one mentioned below.

After #2917883: Rename 'migration_templates' directories in core modules to 'migrations' lands, I will update the Writing migrations for contributed and custom modules page which currently has links to the 'migrate_templates' directories with explicit remark that contrib / custom modules should use 'migrations' instead. Leaving this to 'Postponed' for that.
