I'm trying to get a simple landing page in my admin that other pages and modules can use as a landing page. What I expect is something like /admin/config/system returns. However, I only get a page that says "You do not have any administrative items." I feel like this is pretty simple, but I must be missing something. Can anyone help?

/**
 * Implements hook_menu().
 */
function client_information_menu() {
  $items = array();

  $items['admin/config/client_information'] = array(
    'title' => 'Client Information',
    'description' => 'Settings for client information.',
    'position' => 'left',
    'weight' => -100,
    'page callback' => 'system_admin_menu_block_page',
    'access arguments' => array('administer site configuration'),
    'file' => 'system.admin.inc',
    'file path' => drupal_get_path('module', 'system'),
  );

  $items['admin/config/client_information/general'] = array(
    'title' => 'General Information',
    'description' => 'This page sets various client information.',
    'weight' => -100,
    'page callback' => 'drupal_get_form',
    'page arguments' => array('client_information_settings_form'),
    'access callback' => 'user_access',
    'access arguments' => array('administer client_information'),
    'type' => MENU_NORMAL_ITEM,
  );
  return $items;
}

I believe my code is right. I just disabled my module, deleted all the references I could find in the menu table. Cleared as much cache as possible. And now it's suddenly working.

It seems that working with Drupal menus is sometimes like that.
