I am innundated by @mail.ru and @sina.com user accounts.
I am already blocking the IP with .htaccess.
Under Configuration > People
I have the check set for Require e-mail verification when a visitor creates an account.
If I set the Who can register accounts? to Visitors , it is easy for the new users I have to manually disable the spam & hackers.
If I set the Who can register accounts? to Visitors, but administrator approval is required , I have to manually search and enable the other accaptable users.
Is there a way to automatically denie the user creation based on an email blacklist?

@bw1drup, you may use Rules for blocking users by email when they creat account.

EVENT
After saving a new user account

Conditions:

Text comparison
Parameter: Text: [account:mail], Matching text: mail.ru

Actions

Block a user
Parameter: User: [account]

Block IP address

Using Rules is a better investment than another module :-)

Excellent. Thank you, trotsak. This is exactly I was looking for. It's working fine with one condition. However when I add another Condition all blocking rules are ignored. How do I add multiple conditions?

You can use this module https://www.drupal.org/project/domain_registration to restrict certain domains from registering on your site.

Adding a module is much simpler and maintainable, so I went with that.
It works great !
