Custom page not visible to anonymous user

I copied page.tpl.php, made some changes and named it page-about.tpl.php. When I'm logged in as the administrator, I can see the changes, but once I log out, I can't see the changes. I thought maybe it had something to do with Access Control, but I couldn't see anything related to my problem. Help?
