For the pages I'm making, it is not allowing HTML.

I did the minimal install and not the standard. What module do I need to activate (or other task) to be able to input Content with HTML?

Set the input format on the body field to Full HTML.

I'm not able to do that. I know from D6 that I was able. All I see is the text:

No HTML tags allowed.
Web page addresses and e-mail addresses turn into links automatically.
Lines and paragraphs are automatically recognized. The <br /> line break, <p> paragraph and </p> close paragraph tags are inserted automatically. If paragraphs are not recognized simply add a couple blank lines.

Maybe you don't have the permission enabled to use full HTML. If you have the permissions go to people, then permissions (in the upper right hand tab) in the menu, then scroll down to Filter. Is the Use the Full HTML text format check box enabled? If not, enable it. I think that may work.
