Is it safe to upgrade from Drupal 7.38 to 8.6.11? My website (www.lohesurf.eu) has some customized modules installed and it makes me worried, if they still work after upgrade or not.

Even contributed modules need to be checked for D8 versions. Not all are ported to D8 or have a Stable release.

Your own custom modules need to be ported, see Drupal Module Upgrader for help with that.
