Bug fixes

• Issue #2999447: Fix issue of composer installer-paths which locate modules as submodules, not in the root/docroot/module/contrib default location

This includes a bugfix because the 8.x-1.x was not up-to-date with the latest changes in 8.x-1.0-beta2. This means that beta3 release has a wrong method page in DataPolicyInformController.php. This should be descriptionPage as per the beta2 release.

The module was not compatible with dynamic_page_cache and required a cache clear before the new data policy was in effect. This change ensures that the redirect to the data policy is run before the dynamic page cache.

This is the Search API Attachments 1.17 release, fixing one bug in search_api_attachments_references submodule.
