Paid Drupal services

Hi,

I am in involved in a customization of Drupal 5.2 for our company. I need the following things to be
done:

1. When a user creates a blog or a forum topic, he/she needs controls to give access to other users
who would be able to read the blog, read & reply comments etc for each blog/forum topic. The access
control should be in the format of a) Public or Private b) Company c) Department/Division
d) Individual.

Site will have: several types of users with various permission levels (administrators, moderators, users), discussion forum section, news feeds, article submissions, blogs, groups, various views based on user's subscribed group, user profiles, internal email, rss feeds, and email blast of subscriptions/blogs/articles. Many of the features are on www.goingon.com, but I want something cleaner and less complex.

I have a template i made and i wanted to know how much would it cost to get it into a working theme?

I want to run Cosign against Active Directory Authentication for a proxy server. More details for anyone interested. Thanks
