cron.php fails - unable to index more than the first few items

I am facing a problem with getting cron.php to run, exactly as has been described:

Primary and Secondary Menu

About three or four days ago I found the item in the menu of my Drupal 4.7b4 installation to define which menus would be my primary and secondary menus. You know, the menus at the top of the screen. At the time I disabled them thinking I didn't want a menu at the top. Well, I want to put that menu back up again; BUT I CAN'T FIND THE MENU ITEM. God, I feel dumb.

It isn't in the Themes area, where I would have expected to find it (and where the handbook indicates it should be). I don't know what happened to the beast.

Any ideas?

Make Drupal See Secondary Menu Links Menu

I want to have both a Primary Menu Links menu and a Secondary Menu Links menu. Somehow when I began building the current site I'm working on, I only had a Primary Menu Links menu. So, I created a Secondary Menu Links menu, but Drupal does not seem to recognize it as the secondary menu links menu. The secondary_links variable is not getting filled with the menu I've created. How do I make Drupal recognize a menu as the secondary menu links menu? Thanks.
