Drupal 4.5.x or older

I'm looking to allow users to rate things and I'd like the rating scale to be 1-10 with a decimal. So for example 8.9, 2.5 or 10.0. Is there a module that does this? It seems like most of them allow for a rating from 1-5.

First of all I would like to apologize if this post is not relevant to Drupal. I really am a novice to java scripts or html coding and have no idea what Drupal is. During my vain efforts to solve the problem I encountered this forum and decided to seek help. I have the following code on my website and can't figure out how to make it loop:

Notes: I deleted my IP address on purpose in these errors and yes, weird paths (don't ask me, ask my administrator heh).

On Easter Sunday afternoon, I noticed these errors.

On http://aqfl.net/ (my site) without logging, I see its Navigation section with these links:

* recent posts
* news aggregator
* referrers
* top pages
* top visitors
* recent hits

How do I change these since I cannot find the place to fix them. I have administrator level access on the Web site. Please note that Drupal version is old (haven't had time to upgrade).
