i'm looking for a way to do customizable dashboard pages kind of like google apps dashboards - i.e. not only to be able to add & remove blocks of content, but also to be able to move blocks around through drag&drop and have block preferences.
would the panels module be a good place to start and how much custom coding does it take?
has anyone gone this route? any pointers to share?

I am walking across the U.S. wearing a big sign, talking to people and trying to gain exposure for a website (http://www.mindsmaymeet.org/) where I will periodically leave content as I go.
The sign says: mindsmaymeet.org, walking coast to coast, talking about us.
At that website I am trying to start a big, I think vital conversation that basically aims at uncovering why it is that our species seems fated to repeat history. By repeat history I mean to not develop past certain milestones of self realization, a phenomenon which I feel gives rise to and/or perpetuates virtually all divisive or intractable issues. Furthermore I will be trying to discuss what can be done to bust us out of this rut I've mentioned.

If i am right this is possible only if i let them administer nodes ?
But in this case they are also able to administer other groups...
I am looking to add the ability for participants in my site to create their own maps with guided tour information and share these maps with other participants. Is this possible?
I have created a forum with Drupal. but when seeing that it takes hundreds of administration tasks, I think to create the DrupalBB distribution, so that everybody can have a forum installed without making these hundreds of admin tasks.
The forum is in spanish, but if you have interest please let me know and I try to write an english documentation.
The installation process is:
1. Dowload drupalbb-5.2-1.tar.gz and install it like Drupal
2. Dump the database drupalbb-5.2-1.sql.gz over the database created by DrupalBB at 1.
3. Login with user admin y password admin and customize your site.
