Theme development

Looking for some advice for a Noob please.

I created a sub-theme of Varbase and am using it with mixed success.  It looks great but I am having trouble with some basics re-theming the site.  I try to edit some files and either the gulp does not pick them up or it does, but the class attributes I added don't end up in the final html.

If someone could help with two basic questions. 

I created a subtheme using the starterkit and have changed all instances of 'THEMENAME', everything works but the theme settings are all blank. I cleared the cache too but nothing appears.

The options are still there because I can click on things, I just can't see them.

DRUPAL 8

I installed the bootstrap 3 theme and created the sub-theme.
Before continuing with the installation of the library (bootstrap_library) I have a doubt as to whether or not to install the jquery update module.
I looked around and saw the jquery form page. But the version for drupal 8 is not present.
I argue that there is no need to install it.
Am I wrong?

for the bootstrap menu I read that it can be multilevel. In the management of the blocks I have indicated 3 as a level. I return to the site but it only displays the first level. Is there any other setting to do?

Can someone recommend me a user-friendly theme to manage firmware of specific devices?

For example: adding of components, checking status, server performance statistic, different operations.

Hi,

Does anyone have experience with zetraz theme? I am a beginner. I changed the browser size to small and neither of the menu items show up in small view. Can this be resolved? Would it require lot of work?
