Upgrading Drupal

I'm new to Composer. My site's Status report tells me 9.2.3 is available. Release notes say it's ready for production sites. But...

composer update drupal/core-recommended –-with-dependencies

doesn't show anything to update. Also...

composer show --all drupal/core-recommended 

doesn't show 9.2.3 exists. Is that normal?

I am looking into updateing to drupal 9.x from 8.9.17 so I installed upgrade status. 

And i have the following message. 

looking at drupal/sites/default/settings.php I am not seeing anything to change.

I've been running a D7 site for a very long time and when PHP moved above 7.1, I had to manually add the code below in .htaccess to force it to stay on 7.1, otherwise I would get a non-responsive site (WSOD). Now my host is retiring 7.1 and I haven't been able to get it to work on 7.3 or 7.4

I have a local intranet for my company running. When the site was first created a intern did the setup and installation. Over the years I edited pages with changes but never ran updates. Currently the site is on Drupal Core 7.18. I have a bunch of modules that will need to be updated. I need to move the Intranet from the current Windows server that is outdated to a newer server. I am seeking help on best practices. Should I update the current site then backup and migrate? The other issue is I have never done these things before. Seeking my best course of action. Thanks in advance.

Im trying to upgrade drupal 7 to 8.

I currently have a fresh drupal 8 server with drush 10.5 and composer. When I run composer require drupal/migrate_tools:^4.5 I get:

Problem 1

    - drush/drush 10.5.0 conflicts with drupal/migrate_tools 4.5.0.

    - drush/drush 10.5.0 conflicts with drupal/migrate_tools 4.x-dev.

    - drush/drush is locked to version 10.5.0 and an update of this package was not requested.

Hi All,

So my issue is my hosting company migrated my domain to a new server. I did run a drupal update recently, but I think this site is on a 7.X version. I would like to upgrade to 9.0 without losing any data if possible. What I get when I view the site now is an error looking page.
