I'm running my site locally, clearing all caches consistently takes more than 2 minutes each time (I timed it). I've seen several video tutorials showing this function, but it only takes a few seconds. Why is mine taking so much time?

Drupal 8.8.4, migrated from Drupal 7
Apache 2.4.41
PHP 7.3.11
MySQL 8.0.19
No errors in server or db logs.
Anyone else have this problem? How might I go about figuring this out?
I tried to comment on an issue about this, but my comment was not visible after sending with "Save". Maybe this could be because I registered recently, but I could not see any feedback about whether the comment was saved or queued for review, or rejected. So I guess my first, or additional, question is how to comment on an issue in the correct way, and how to know what happened with the comment text I posted?
Hi Tried to use the layout builder, it has worked before on an older drupal 8.x version but when I try it now:
1 open a conten type
2 enable layout builder and save
3 select layout builder
Result a page is shown with "+ add a section" when clicking here a short busy symbol apears and nothing shows up (no choose block at all)
When lookin at the console (google chrome browser F12 and then the console tab) I see an error for every click I made and this error says: Failed to load resource ... responded with status 500
