• a development enviroment (e.g. vagrant) for multiple developers
• sync the code/work between the developers (e.g. git)
• how to deploy automatically to the live server with one button

I have simple news for drupal 8 setup and working, but for every issue i have to click: send newslette rby hand, is there a way to automatie it to send it as soon as it's published?

In Drupal 8 structure, there is not any folder regarding to libraries.

Where should I locate or create jquery.cycle in order to use it.
