I just started a new job as the manager for a development team but I don't know anything about Drupal (I'm a c#, Python, MEAN full stack engineer).

Where can I obtain documentation about "How To" address 508?  I searched documentation site but did not find anything.  I'm looking for answers to questions like, "Must you use themes to address 508?" and "Can you address 508 without applying new themes?" and, most importantly, is there a document listing all 508 standards as it would apply to Drupal?

We have migrated Drupal 7 to 8 but after that drupal is taking too much time to load. on every page 1000+ query executed please check the below link for screenshot. 

I'm using Drupal version 8.8.1

while creating the file on s3 we have to add metadata on the specific file in drupal 8.
I have configured the s3fs module for uploading files and assets on s3.

I heard that an important goal of Drupal 9 is to be more friendly to beginners. In China, Drupal has encountered a devastating disaster in recent years: Drupal's private repositories cannot be downloaded in China. Will this problem be resolved in Drupal9?

So I began learning drupal a couple of months ago and have mostly been playing around with it while trying to absorb all of the knowledge I can. I have my first project in the works but I'm wondering how to actually go about its construction.

 I started a site with drupal.

I build the site by a local developer. When he delivered the site to me he makes me the administrator of the site. Recently I tried to change my password of the administrator account. But when I request a new password I didn't receive any mail to change it. Though I can change the password inside the administration section. I didn't get any notification via email for the password changes.
