Drupal 7.x

I was in the process of updating to Drupal 7.67 today and before I started deleting things, I found a php.ini file in the website base directory. The date was a couple weeks ago and it appears to allow php to store php files.  It was not there when I update to 7.66 a few weeks ago.

Is this an issue and if so, what should I do to stop it from happening again?

The update appears to be working fine.

I tried duplicating a D7 website into another domain (= set up a name-based virtual host pointing to a cloned directory).

I have already renamed the theme, changed data in settings.php and the DB connection does work: I can access the URL and all the administration... But unfortunately I have a white screen on the front-end :-(
