I have figured out how to implement hook_file_*() functions. For example, using: hook_file_insert(), hook_file_update(), hook_file_delete(), hook_file_copy(), & hook_file_move().

The site will need an area for members to login and have access to our database of articles and court cases. This database will need to be ssl protected. We will need to be able to update this database with new articles.
