Is there a way to turn off contextual links in D7 ?

I want to have features:

-Authentification with LDAP and have different ACL(3levels).
-Have a webside in multi-language (select by login of LDAP)
-Upload files (docs,xls,jpg, ....) on two way (french or english) and ACL.
-Have a possibilities of everybody add date on agenda and watch it and participate.
-Messenger or private messaging
-Gallery of Pictures
-Newsletter

I am new on Drupal and i must use the version 7.

I have already try lot of modules but lot of fail on v7 or are not customizable.

I am having a strange issue.

Running the core aggregator, I have a feed that re-creates itself after deletion. Just one feed in-particular. I can edit it, delete it. then I ron cron and it comes back.

I have tried deleting it through the admin and through the database manually in the aggregator_feed table. Is it in there anywhere else?

i would like to know if a drupal 7 version of the module "taxonomy browser" is planed for soon ? cauz its working on 6 and not yet for 7 and its an essential module of my website so for the moment i can't upgrade to drupal 7 just cauz of this modul... thanks by advance...

I've asked this question elsewhere & people are recommending Drupal as a solution.

We would like a portal where we can put up file assets and then control access to them (or sets of them) on a per customer login basis.
Customers would be able to login & view files that have privileges to.

Is Drupal a suitable solution?
Are there any existing modules/templates for this task?

Any advice will be really appreciated.
