got a problem with changing settings.php permissions after installation. It just doesn't change. Any ideas?

Im new to drupal and have done some basic drupal traning on the lynda.com website. What i would like to do is to create a form were the visitor off the website can attach a PDF,word,txt file and after it have been submitted it will be send to a mailadress with.

I have been trying to find moduals that support this or if I can do this with the core drupal ?

I am new to drupal, I have configured drupal in apache+php+windows, data base is in mysql. The configuration process went smoothly and it took me to administrator logged in mode. But from there I am not able to select any option, it always took me to directory listing. When I checked the URL I found it's missing index.php in it. The URL is as below
