Installing Drupal

Sorry, this got posted twice and I don't know how to delete it.

I have been struggling to install Drupal for at least two weeks on and off.  My latest attempt I thought had succeeded.  I get a welcome page (I think it is the home page)  But I never got Clean URLs to work.  After several attempts, I select install anyway.  I think that maybe the root of my issues.

I want to start a new site on my server, but right now I can upgrade mariadb, and apache to the required versions for 9.0. Is there still a way to install a new site using composer, but force it to use D8.8.9?

When installing Drupal 9.0.0 rc-1,

The installer GUI asks for Profile and then Database Information

after that , rather that going to install process step, it goes back to start , asks for Profile again and after clicking on next, lands this error.

When checking Database, tables have been created , but the install process is failing

Hello and apologies if my topic is already covered - I do not see a "search" facility in the Forum (likely my bad) and there are a heap of posts to manually scroll through.  So, if currently no "search" exists I would be grateful for it to be on the wish list :-)

I'm using Drupal for a school project, in local everything is working but once I put it on the raspberry server, I have the following error:

NB: I'm using PHP 7.2.4 and the server is using php 7.4.6.
