Vendor dir in Drupal 9 root missing

Why is the Vendor directory not in the root directory of Drupal 9 when gitting from https://git.drupalcode.org/project/drupal, but the same directory is present in the root directory when downloading drupal-9.0.1.tar.gz from drupal.org?

Errors at the "Verifying requirements" step

Hi, I'm trying to install Drupal 9 on Linux and am getting a couple of errors at the "Verifying requirements" step. They are

  1. File system - Writable (public download method)
  2. Settings file - The settings file does not exist

I guess these are permissions problems. My web root permission is www-data:www-data

My Drupal folder inside web root is noel:www-data

After unzipping the Drupal folder and moving it to my web root, I ran the following

How to run PHPUnit tests?

I've tried to follow that, including creating a browser_output directory and setting up the configuration file (phpunit.xml).

But #2 in the instructions is a stumbling block. It says:
