Installing Drupal

After installing my website powered by Drupal 7.12 in production server (PHP 5.3.10) I got the following error:
Fatal error: Call to undefined function lock_initialize() in /*****/*****/*****/*****/includes/bootstrap.inc on line 2366
the development environment is PHP 5.3.4 and i m not using APC

I am struggling to find the right words to describe this in an abstract way, so I will have to be more concrete.

I have installed Drupal on shared hosting and notice that Drupal always defaults its administrative links to http://www.domain.com/?q=admin. I don't want this, since my site is located in http://www.domain.com/~sitename/. Therefore, I want Drupal links to look like: http://www.domain.com/~sitename/?q=admin. How do I get this to happen?

I succeed in installing drupal7.12 and most of its modules on sourceforge's project space, but when i tried to configure SMTP Authentication Support, you know, I used many methods but drew a blank in the end. I got the following error message:

SMTP -> ERROR: Failed to connect to server: No route to host (113)
SMTP Error: Could not connect to SMTP host.

I'm having troubles installing a second webfolder on my PC. When I import a site and create a new database in the newest Acquie Dev it goes up to the Configuere site screen, where (and only where), Explorer freeze when I click in the E-mail field. I'm using Core 7.12 with default options up to that screen. OS = Win XP.
