Installing Drupal

I have been trying to install three different distributions: openAcademy, openPublish and Julio. I get the same error:

I need to find a module or create a method in Drupal that would allow an anonymous user to visit a page on my site where they would see a drop-down with a list of categories. Once the person selected one of the categories they would be taken to another page that shows all files that can be downloaded under that category.
