Installing Drupal

I have installed the taxonomy access module 4.6 version [latest stable] and running drupal 4.6.3. I have already used this module in 4.5.2 and so i know what needs to be done for installing and using it. I have tried a lot but its not working. Somebody who have used it in 4.6.3 please help me. I am stuck! Thanx

I'm getting a lot of weird errors in my watchdog, for example:

fsockopen(): unable to connect to mx2.hotmail.com:25 in /home2/ronandhe/public_html/modules/feedback/feedback.module on line 356.

I don't see why the feedback tries to connect to Hotmail and Yahoo like that. Feedback comes through fine otherwise.

I'm also getting a lot of duplicate entry errors in the cache table.

Where can I download 4.7 I cannot find it anywhere.

How do i do this on a windows 2003 server?

Unsupported encoding 'ISO-8859-1'. Please install iconv, GNU recode or mbstring for PHP.
