Installing Drupal

I am installing drupal 8 for the first time, I have gone thru all the pre-installation issues, and have changed the permissions on the subject folders several different ways going as far as allowing 777 temporarily and yet the File System issue will not allow me to go beyond the Requirements page during install. What else am I missing?

Hello.
I am trying to install Drupal 8 in Wamp. The installation was interrupted at the start because he has not been able to link with the Drupal server and get the translation into Spanish. What can be the cause?

Played with Drupal 7 but was waiting for 8 before I went further, most likely a bad idea but that's what I decided

So installed 8 went fine installed commerce went fine

No I need a degree to get composer working.

Doing something wrong on my local Aquila desktop that I can't get working

No idea how to do it on my paid website, comment to hosting was yes you can use composer on our hosting.

If composer is required so many others like myself will have to opt for easier cms options.

I lately installed Drupal 8.0.2 using the Acquia Dev Desktop with Php 5.5.3, Database MySQL and Apache Server(Apache/2.4.16 (Win32) OpenSSL/1.0.2d mod_fcgid/2.3.9).

I just did some basic tutorial to setup a small website and since then the moment I want to add a content or edit an article get CGI/Fast CGI not working error. The following are the details:

I downloaded: commerce_kickstart-7.x-2.32-core.zip to a Windows 10 system

During the extraction process (using native W10 utility) I receive the following error

Error 0x80010135: Path too long.
namespaced_class_implementing_interface_dont_call_parent_constructor.phpt

I am brand new to Drupal and don't know what to do about this.
