Hi, I guess it is too late for the D7-version, but for D8, perhaps you might consider collaborating your module with the D8-version of Workflow module, which has a considerable user-base.

It seems we have similar functionalities.
- The workflow module can be attached to any entity type, not only node (already in D7)
- and your module has some features that our users are requesting:

Yes that should certainly be in the plans, should this be ported to D8.

Webform submissions (in D7) are not even entities (without Webform Entity) so that's why it looked like Workflow was not an option (and there was not a stable Workflow 2.x release when this module was planned).
