Is a way to disable CKEditor on webform setting?
Today it's shown even if on site no text formats with allowed CKEditor.

Please provide explain exactly which webform UI you are asking about. Is it /admin/structure/webform/config or some other place? Also, why?

1. Where
/admin/structure/webform/config
/admin/structure/webform/manage/contact/handlers - every email edit

2. Why
I don't wanna see CKEditor anywhere outside content editing.
Editor make unusable <p> </p> tags in webform messages body. Also there is no choosing text format for messages text areas.

You can disable the HTML editor via /admin/structure/webform/config/elements
