Steps to reproduce

Download webform using composer like

- composer require drupal/webform should download and place required libraries at appropriate place
- post composer run some composer or drush command to download and place required libraries at appropriate place

There is no way to declare external JS/CSS libraries in the webform module's composer.json file and have them automatically downloaded when the Webform module is installed.

Once you. have downloaded the webform module you can use the composer merge plugin to automatically download external JS/CSS libraries via composer.libaries.json.

@see https://www.drupal.org/docs/contributed-modules/webform/webform-libraries

Otherwise, any additional improvements and recommendations for managing external libraries need to come from Drupal core.
