d7: views_handler_field_numeric error for float values between zero and negative one [#2450501]

* Duplicate issue exists in D7 as initially reported for D6 in https://www.drupal.org/node/2332743
* Fix is unchanged from D6 to D7.

This bug still seems to occur with the latest releases of Views (tested with 7.x-3.21)
The following patch fixes the problem (just had to adapt #2 a little bit to make it work with Views 3.21)
