What about a third option of manually downloading and extracting the theme? Just a recommendation to add the option to simply copy themes to a drupal install as a third option for installing themes.
Installation
1. Copy the theme files to the themes or a similar sites/*/themes/[theme_name] directory.
2. Within the Drupal admin pages, /admin/appearance Enable the theme.

eojthebraveI just reviewed the video on https://www.drupal.org/docs/user_guide/en/extend-theme-install.html, it closely follows the content of the written version of that page. And, around the 1 minute mark there's a "Caveats" slide, and an explanation that if the Upgrade manager UI, or Drush, don't work for you you can "follow the steps in the manual installation tutorial". This one https://www.drupal.org/docs/user_guide/en/extend-manual-install.html, which also has a video, and that video shows how to download the files from d.o, unpack them, and place them into the correct directory.
So, I'm kind of inclined to close this issue as won't fix. The content is covered here https://www.drupal.org/docs/user_guide/en/extend-manual-install.html and, the two tutorials (both written and video) judiciously link to one another.
Any objections?

jhodgdonI haven't watched the videos in question, but that seems to mirror what we've done with the text in the user guide, so I like your reasoning.
