Logged in users cannot access checkout page

Hello,
For anonymous users everything works great, however, authenticated users cannot access the checkout page. If you are logged in and try to checkout you are re-directed to the cart page. We have secure pages installed but it had the same behavior when we tried switching to uc_ssl. I have never had an issue like this using ubercart so I am really stumped and feel like maybe I am missing something simple. Any Ideas?
