Fields with multiple values are imported with one value

If I import this CSV data:

name,field_taxonomyX_reference
Name value1,value2

then I expect that both 'value1' and 'value2' terms would be populated in taxonomyX vocabulary. In reality I see there just one new term with name 'value1,value2' which is not what I expect.

Is there any module that can do the job that I need?
