I'm not sure is this a bug or not, but the behavior is strange.
If I only use smileys, it's ok. But if I install Scheduler module and enable the option "Enable scheduled (un)publishing" (in http://example.com/admin/content/node-type/story). Then when I try to create a new node, all icons will appear in the bottom of the screen. But when I disable "Enable scheduled (un)publishing", these icons only appear in the "Smileys" block.
The attachment screenshot is from Chrome 4.x and it's the same in Firefox 3.6. I know it's strange, if you need more test information, please let me know.
