My user's need to be able to add users to an event, even if it's at capacity. Right now, even if you're an admin you can't move something from the waitlist to being a completed registration. Is this possible in some non-obvious way?

I created a patch that adds this functionality.

If you can administer the registration in question it allows you to promote from the waitlist to any other state, even if registration is full.
