Offering to maintain German Translation

The German Translation project is currently used to coordinate the string translation on localize.drupal.org
I would like to reconfigure the project to be more functional for string translation reviews.
As all the previous maintainers appear to be unavailable, I offer to take over ownership and maintenance of the project.
